    "content": "in vehicle support now that the Government has bought a lot of new vehicles all over the country. These vehicles need fuel and the officers need allowances for them to enforce the law. They also need equipment. It is important for the Government to use this Supplementary Budget to address the issue of secondary schools. Education is a function of the national Government. Most Members, including myself, have constructed secondary and primary schools. These schools need a lot of support during the last quarter of the financial year. Most pastoralists are unable to acquire IDs. We need mobile registration centres. Registration officers do not even have vehicles, fuel or even allowances. This Supplementary Budget should facilitate young people who have attained the age of 18 to get IDs."
