"content": " Madam Temporary Deputy Speaker, again, I wish to commend the hon. Minister for preparing this Bill. Let it be known that in preparing this Bill, there were the widest possible consultations. I for one, together with other Cabinet Ministers, including hon. Kingi, Kajwang and quite a number of others, participated together with the Attorney-General, members of the Law Reform Commission and various leaders from the civil society organizations and other stakeholders. They all actually participated in the formulation of this Bill, even before we started working on the draft."
