    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I can only support this Bill with amendments. As it is, I will not support it. That is because if you look at the Statement of Objects and Reasons that are indicated in the Bill, it says that the principal object of the Bill is to amend the Seed and Plant Varieties Act (Cap.326) to facilitate the implementation of Articles 11(3)(b) and 69(1) of the Constitution. Both Articles require Parliament to enact legislation to recognize and protect the ownership of indigenous seeds and plant varieties, their genetic and diverse characteristics and their use by Kenyan communities, and the protection of genetic resources and biodiversity for equitable sharing of the accruing benefits. What this Bill does is to set up a research center that does not do what the object of the Bill says it does.
