Ottichilo, who is a serious scientist, I oppose this amendment because this Bill gives the President the power to appoint the chairperson. It is prudent to do so since this is an issue of national security. As you know, the President is the Chairman of the National Security Council (NSC). Therefore, I plead that this amendment is opposed."
