    "content": "Thank you, Hon. Temporary Deputy Chairlady. I wish to oppose the amendment because most of the people who are supposed to grant licences may use malicious grounds to deny some people licences. I have an example in my constituency where the Deputy County Commissioner woke up one morning and declared that security firms have Al Shabaab militants or were training Al Shabaab militants. There was no proper procedure to establish whether it was true or false. That amendment is very dangerous. I oppose it."
