    "content": "It is just housekeeping, Hon. Temporary Deputy Chairlady. Mine is about the ordering of the sub-sections in this clause. We have Sub-clause (3) which talks about the rules and regulations that the Minister may set out. We also have Sub-clause (4) which provides that anybody who contravenes or commits an offence may be subjected to conviction and penalties."
