    "content": "I rise to oppose this proposed new clause. I have had a chance to live in Uganda for a long time. Security guards in Uganda, for over 30 years, have been carrying guns. We are running away from reality. One of the reasons why thugs are on the rampage in our country is because they know our guards with their rungus cannot contain them.
