    "content": "Madam Temporary Speaker, this House as well as Kenyans were mesmerized when the National Assembly said that they will deny the Senate that money. They further said that they would not allocate money to their “enemies”; the Judiciary and the Salaries and Remuneration Commission (SRC). They said that the Judiciary is a bother to them. If there are excess powers in any arm of the Legislature; the National Assembly, the Senate or the county assemblies, it needs to be reassigned so that no House becomes dominant and messes everything up because the Senate is the custodian of devolution. Therefore, if we cannot account for the money that we pass as a House, it defeats all logic why we fought so hard for this Constitution."
