    "content": "We can also create a fund in the way we normally allocate revenue to the counties. For instance, we have parameters such as land size and population. We can introduce another parameter called oversight which will be a percentage. The CDF is normally 2.5 or 5 per cent of revenue. We can tailor this one in the same fashion, for instance, 0.5 or 1 per cent of the money going to the counties for development expenditure not for recurrent expenditure. We can provide for it to avoid competition and misunderstanding that our colleagues perpetually entertain in their House."
