    "content": "Madam Temporary Speaker, I will be very brief because we want to go to the debate for the County Allocation of Revenue Bill (Senate Bill No. 3 of 2016). If there is a time we needed to stamp our authority as a Senate, this is the time especially being the second Senate. We need to have clarified roles and to have the bravery that goes with it. If you look at all the other institutions, including the Council of Governors (CoG) and the National Assembly, they have been able to remain united, push for their agenda and suppress us in everything that we try to do. We have been asking for oversight money which they know is important but they have not given it to us."
