    "content": "There are few other conditional grants which are provided for in the schedule but time will not allow me to go on a case by case basis. However, I am happy that we have strengthened the negotiations between various agencies. This year we have had less acrimony. The budgetary processes are always acrimonious and divisive. However, because of the consultations and cooperation, there have been fewer differences."
