    "content": "Mr. Temporary Speaker, Sir, I beg to second the Motion. To begin with, I would like to draw the attention of the House to the Sixth Schedule of the Constitution of the Republic of Kenya which is about Transitional and Consequential Provisions. I will be particular on Provision 17 on Provincial Administration which states that:- “Within five years after the effective date, the national government shall restructure the system of administration commonly known as the provincial administration to accord with and respect the system of devolved government established under this Constitution.”"
