    "content": "I will just mention two things in the county Government. The county government is given the responsibility of looking after the environment which is an extremely important function. The environment is now more or less everything. If you look at function No.10 – implementation of specific national Government policies on natural resources and environmental conservation including soil and water conservation and forestry, I would bet you my bottom dollar that if you go through the 47 counties, very few of them allocate sufficient resources for environmental conservation."
