    "content": "It is not by mistake that the framers of this Constitution gave this responsibility to counties because people live in counties. I would like us, when we retreat, after the budget, that we take time to look at the budgets that have been passed so far and functions of devolved governments and find out whether year in year out, we have not been doing good service to our counties."
