    "content": "Mr. Temporary Speaker, Sir, one proposal I would like to make is where it says that responsibilities for the national Government Accounting officers to set conditions for transfers and monitor compliance. I would like one of the conditions that should be set by this civil servant if I was in his position is that, when this money goes to the county treasury, it should not take more than two weeks before it is transferred to the Treasury or the referral facilities. It should not be in the county treasury for more than two weeks. When it gets there, since it is a conditional grant and the county government is just a recipient authority, the money should be transferred to the referral facilities."
