    "content": "Mr. Temporary Speaker, Sir, Sen. Murkomen is perfectly in order. When this matter came to my attention, I pursued it further; let me not go into details. I was persuaded and concurred that under Article 218 (1), in a period of at least two months before the end of each financial year, there shall be introduced in Parliament a Division of Revenue Bill. We needed to do first reading before 30th April. We did the First Reading and are now in the Second Reading. However, the law does not stop us from amending the Bill once it is adopted into law. We can then amend it quickly, so as to align the schedules with the new formula the way it will affect this Bill. However, should you choose to make a substantive ruling, you can do it at your own convenience."
