    "content": "Be that as it may, I need to point out a few issues. One is that now, there is clear allocation of money, and particularly in the Second Schedule which provides for conditional allocations from the national Government to counties. As you may very well know, in the Constitution, that money can only be used for the conditions provided for under law. Again, it is this House that gives us the legitimacy to say that Elgeyo-Marakwet County will receive Kshs189 million as conditional grants for free maternal health care."
