    "content": "Mr. Temporary Speaker, Sir, I want to look at financing of level 5 hospitals. This is another issue that is giving us problems. We have a few hospitals referred to as level 5 hospitals and they include Machakos, Embu, Garissa, Kakamega, Meru, Mombasa, Nakuru, Nyeri, Kisumu, Thika and Kisii. The moment we declared Kenya to have 47 counties, it follows that every county must have a county referral hospital even if it is under a tree. We only have 10 level 5 hospitals listed here but we must identify others. Since Kapenguria is a level 4 hospital, it has to be elevated to a level 5 hospital so that we can access this money because it is the only one in my county."
