    "content": "Mr. Temporary Speaker, Sir, we have had a debate on how to treat the second generation formula which this House has already approved but is still lying in the National Assembly. When I look at the new formula which forms the basis of allocation of revenue, I do not see a significant difference because the weight that was assigned to population remained at 45 per cent. The weight that was assigned on land area remained at 8 per cent and fiscal responsibility remained at 2 per cent. It is equal share where the percentage shifted from 25 per cent to 26 per cent and a development factor was introduced. I do hope that when we now apply the second generation formula to the amount of money that has been set aside for counties, Homa Bay County is going to get slightly more than what has been apportioned here."
