    "content": "We should also ensure that once supplementary estimates are submitted to this House, we get budget monitoring. We should have half year budget monitoring so that, as we increase the resources, we know how far the resources we had allocated in June last year, for instance, have been utilised; and whether they have achieved the expected targets. That will provide important information to this House, on the basis of which we can agree whether we need to add or reduce the resources."
