    "content": "Hon. Deputy Speaker, first and foremost, I would like to thank Hon. Mulu for the comprehensive comments that he made while seconding the Supplementary Appropriation Bill. I want to underline his statement on absorption of resources. Every now and then, we have supplementary estimates Bills because work has not been done or the funds that have been allocated have not been spent. When resources are not spent, it means that services have not been rendered to the citizens. We should not just approve the supplementary budgets without making a follow up.
