    "content": "There is also the issue of cash transfer to the elderly people, which is a confusing exercise. We have people who are taking advantage of the conditions of those very important citizens who have made Kenya what it is. We need to have a mechanism for monitoring and evaluation of that policy, so that we can be sure that, that money reaches the elderly people. We have elderly citizens out there who have challenges of food and health. They need those resources urgently so that they can sustain themselves in their condition."
