    "content": "Clause 8 of the Bill says “imposition of the levy”. It goes further to say that the purpose of the levy shall be to provide funds for the construction of the SGR network in order to facilitate transportation of goods, which is a very good idea. It says that this levy shall be 5 per cent of the value attached by customs on the goods. Already we have a mess at our entry points. It means that you are giving customs’ officers power to value all goods coming into this country. Even if you went for a conference in Kampala and bought an African shirt there, it must be valued by customs and you must pay 5 per cent levy on it. This is a very bad law."
