"content": "Hon. Temporary Deputy Speaker, I beg to move that the Election Laws (Amendment) (No.3) Bill (National Assembly Bill No. 63 of 2015) be read a Second Time. This is a Bill that has been developed jointly by the Departmental Committee on Justice and Legal Affairs, the Independent Electoral and Boundaries Commission (IEBC) and other stakeholders. The object of this Bill is to seek to reform the electoral process. As you know, the Elections Act of 2011 was the first Act to be passed after the promulgation of the Constitution. After the holding of the first elections under the new Constitution, it was discovered that there were a number of anomalies in the Elections Act of 2011. Therefore, we are seeking to rectify and transform the Act so that it can work well in the next elections. Basically, this Bill is intended to remove those particular sections that became an impediment in the last general election after the promulgation of the Constitution. The central gist of this Bill is to ensure that various State and non-State actors work together during the election so that we can have smooth elections come 2017. As you know, elections are set to be on 8th August 2017. It is intended that this law be brought into place much more in advance to allow various actors in this field to implement this legislation.
