    "content": "A returning officer for an election should be the returning officer for all elections. We should not have one person sitting in Nairobi to be the returning officer for the presidential elections yet those elections are carried out in polling stations and declared in constituencies by returning officers. This Bill should now allow the National Assembly to prescribe in detail the processes of determining elections, how the votes are counted, how the results are transmitted and how we can ensure that the integrity of those results are not interfered with in-between that process."
