    "content": "Mr. Speaker, Sir, I also thank you very much for allowing and facilitating the benchmarking visit to the Senate by staff from Homa Bay County Assembly; other county assemblies should emulate what Homa Bay County Assembly has done. It is cheaper to do it here than to go overseas. As you know very well, the country is going through a lot of cash-flow constraints. I also thank the Governor for opting to take the route to benchmark locally here in Kenya."
