"content": " That is noted. Clearly, the Committee was ready to proceed with Order No.9, but the necessary paperwork and facilitation appears not to be ready. Again, on Order No.11, the Committee is ready, but it appears that the Secretariat is not ready. That is a concern that must be addressed. When we have business on the Order Paper and the Committees are notified of the same, and then at the time of prosecuting the business, we are told that the necessary paperwork is not available, that is quite unfortunate. I direct that the Secretariat must and should always be ready to prosecute business appearing on the Order Paper. This should never have been the case."
