    "content": "Thank you, Hon. Temporary Deputy Chairman. I beg to move: THAT, Clause 3 of the Bill be amended in Sub-clause (2) by deleting the words “midstream or” appearing immediately after the words “not include”. Clause 3 as it is, excludes midstream operations. I want it included because midstream operations include transportation, storage and refining natural gas. Kenya is about to construct a pipeline. We are just about to spend close to Kshs200 billion to construct the pipeline. This will fall under the midstream operations, which are excluded in this Bill."
