Temporary Deputy Chairman, I beg to move:- THAT, Clause 15 of the Bill be amended by deleting paragraph (a) and substituting therefor the following new paragraph (a)— “(a) regulate, monitor and supervise upstream petroleum operations in Kenya in accordance with this Act, the regulations made thereunder and the relevant petroleum agreement”. The import of this amendment is to clarify the functions of the UPRA. In particular, it seeks to provide that the regulation, monitoring and supervision of upstream petroleum operations in Kenya shall be made in accordance with the Act and regulations made there under."
