    "content": "Thank you, Hon. Temporary Deputy Chairman. I rise to oppose the proposed amendment because the Upstream Petroleum Regulatory Authority is an autonomous organisation and a parastatal. According to the Parastatal Act, it is already provided for that the chairman of the parastatal must have a degree. This is just a repetition. I do not see the value added as far as this is concerned. It meant well but I do not know why we should do a repetition because it will be guided under the Parastatal Act."
