    "content": "This amendment seeks to align the provisions of the sentencing guidelines, which set out the ceiling and not minimums for penalties. We talked about it earlier on. For example, under Clause 34(6): “A person who resists, hinders or obstructs any committee, officer, employee or agent acting in the course of the committee’s or agent’s duty under this section or who willfully fails to comply with any requirements lawfully made thereunder commits an offence and shall, on conviction, be liable to a fine of not less than five thousand shillings for each day or part thereof that the obstruction occurs.” I want to amend that and bring the minimums but not maximums."
