    "content": "Five years ago, the Government, through the Communication Authority, set up the National Data Centre to incorporate all Government Ministries and house their data at one point. This will avoid replication by every agency, which would make them incur a similar expense. For the benefit of the House, one data centre can cost Kshs5 billion. If you replicate it across the line agencies of the Government, it would become a very expensive venture, and the utilisation of each data centre would be limited. The current National Data Centre is in a very secure location, and it accords the country great savings in this regard. That is why I want Clause 37 of the Bill deleted. Thank you."
