    "content": "Thank you, Hon. Temporary Deputy Chairman. I stand to support the position of the Committee. This sub-section is very necessary. I am opposing Hon. Emanikor for exactly the reason that the Chairman of the Committee has given. This sub-clause is necessary where there is no response on bids, or where the bids do not meet the minimum requirements. Therefore, I oppose the amendment."
