"content": "On a point of order, Mr. Deputy Speaker, Sir. It has taken eight years to tarmack the Machakos to Kitui Road. The Assistant Minister cannot tell us that it took that long because of procurement. The Question was asked here in October, 2010 and we are now in February, 2011 - We are talking of five months down the line. The Ministry requires only three months for procurement. Is he in order to insist that the Ministryâs inability to do some of the maintenance works is because of the process of procurement?"
