    "content": "Thank you, Hon. Temporary Deputy Speaker. As my fellow Members have said, this House has made history today by making this law. Since we have discovered oil, it is important that we make laws for regulation of production, processing and export of petroleum products. One thing I have admired in this Bill is the consideration of the communities where oil production will take place. As a community, we are grateful for the percentage that we have been given. This will improve the living standards of people in oil producing areas and bring them to the level of the rest of Kenyans. Those areas are marginalised and poor. They have no infrastructure, and the people are illiterate. We are happy because this House will be ratifying every agreement that will be made between the Government and the contractors who will be undertaking petroleum business. We are the representatives of the people. Therefore, we pass everything on behalf of our people. We also agree on something here on their behalf. When we go to them, we will be telling them why we accepted or rejected any contract."
