As I was saying in my point of order, one the functions of the NLC is to manage public land on behalf of the national and county governments; First of all, if we are looking at the amendment from the perspective that you are removing duties from the Commission and giving them to the Cabinet Secretary (CS), then it is only fair that you show me where the Constitution says that these functions belong to the CS. That would be the reason for removing those functions from the Commission."
