    "content": "Thank you, Hon. Temporary Deputy Chairlady. I also support the amendments of the Chairman. The discussion on land law is not one that we get into quickly. Let me clearly note that the law must separate the functions of the CS and those of the NLC. In the first round of laws, we had clearly given the NLC powers that it cannot even work on. It is the national Government that can do some of these things. The amendments by the Chairman are in line. The NLC has its powers in advising the CS. In the nature of our country, commissions cannot replace the Government. The NLC cannot replace the Government. It can only work alongside the Government. I support the amendments. In particular, the work of issuing title deeds and registration must go back to the national Government under the CS concerned. The commission will have no capacity to do that job even if we wished so. Thank you, Hon. Temporary Deputy Chairlady."
