It is important for us, once and for all, to sort out these conflicts in the law, especially those between the Cabinet Secretary and the NLC. As per Article 67 (2) (c) of the Constitution, the role of the NLC is purely advisory. The policy maker is the Cabinet Secretary. I oppose the amendment by the Member of Parliament for Mvita."
