    "content": "One of the reasons why I propose this amendment is because what the law is proposing is discriminatory. There are experts in the field of land who can also qualify to be registrars. The Bill indicates that the only person who can be a registrar is an advocate of the High Court. However, I propose that we amend the Bill to include land surveyors, land economists and experts in any other relevant field instead of just an advocate of the High Court. Just having advocates of the High Court would be discriminatory."
