    "content": "Thank you, Hon. Temporary Deputy Chairlady. I would like to oppose the amendment raised by my colleagues from the Coast region on the grounds that we are making laws in this House to serve the entire country. We happen to have lack of linkages between the county governments and the national Government. That is why we are saying the registration function should remain with the national Government. Survey units can be established at the county level but the reports should be handed over to the NLC, who will in turn hand them over to the CS with specific advice for registration. This is just a registration unit. There is nothing more."
