    "content": "Hon. Temporary Deputy Chairlady, I would have wished to agree with him, but I wish he had read what the Committee is trying to propose. What is in the Order Paper is that we are giving the mandate as a Committee to the NLC in terms of allocation. So, if we delete the whole clause, we will defeat the purpose of the whole thing. I wish Hon. Kamoti could read what is proposed by the Committee in the Order Paper to realise that we are also looking at that angle. When we delete the whole clause, the whole morphology of the Bill fails. I oppose."
