"content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 53 of the Bill be deleted. The gist of the matter is that one of the definitions of “controlled land” as per the Bill is land in Kenya, which is within a zone of 25 kilometres from the inland national boundary of Kenya. The Land Control Act (Cap. 302) is the one which controls agricultural land. Within those 25 kilometres, there are agricultural activities going on in some areas. It would be better if control of agricultural areas is left to the Cabinet Secretary to involve both the National Land Commission (NLC) and county governments because they are the ones who know exactly what activities take place within those boundaries."
