    "content": "The reason is that we are trying to unlock agricultural land and public land from the definition of “controlled land” which Hon. Mwadime was trying to insinuate. The other reason is that we do not require Sub-section 3 because Sub-section 2 caters for all the transactions listed under Sub-section 3. Therefore, we are deleting Sub-section 3 because Sub-section 2 has taken care of that."
