    "content": "Hon. Temporary Deputy Chairlady, it is important that we look at the principal Act, the Constitution and what we are trying to amend. It is important that I explain to Hon. Wanga what we are trying to do. We are erasing the word “board”, which is in the Act, so that we can realign the NLC with Article 67 of the Constitution. That is the inconsistency we are trying to remove. This will enable the NLC to devolve itself directly to the counties other than involving the County Land Management Boards. That is why we are deleting this clause."
