    "content": "Hon. Speaker, I rise to request for a Statement on the matter of irregular hiring of partisan consultants at the Independent Electoral and Boundaries Commission (IEBC). I request for the statement because this is a matter of utmost national importance. It has come to my attention that a large number of consultants at the IEBC, who are being funded by the UNDP and other donors, are of questionable and partisan political standing. Some of them are active political players. In this regard, I request the Attorney-General to investigate the following and report back to the House:- (i) whether it is true that the UNDP is funding and sponsoring staff at IEBC; (ii) whether the Chief Executive Officer (CEO) of the IEBC, Mr. Ezra Chiloba, is directly or indirectly a former employee of the UNDP; (iii) whether the staff contracted include one Mr. David Makali as a communication consultant; and, (iv) whether Mr. Makali contested for the Senate seat in Bungoma County in the last general election. (iv) to provide a list of all the staff whose salaries are being paid directly or indirectly by UNDP and other donors. I seek your guidance. Thank you."
