    "content": "As I said, at the outset, the Constitution and our Standing Orders require that after we adopt this Report and adopt the amendments, the ones we reject will go for mediation. When you look at these clauses which are rejected, there should be no serious contention and we expect a speedy resolution by the Mediation Committee and a Report of the Committee to be brought to the House as soon as possible. This is so that the water sector can get this progressive law to begin to regulate water resources on one hand and water services on the other."
