    "content": "Thank you, Hon. Temporary Deputy Speaker. I support the sentiments that have been raised here on the amendments by the Senate. Underlining the fact that water is life, the management of it should indulge all citizens in an affordable way. Access to water is very crucial and that is why we had the water reforms that were very ably coordinated by the former Minister for Water, Hon. Martha Karua. It will not be wise for us to get away from the structures established through those reforms because the established institutions were strategic to indulge everyone and to create a sense of sharing and synergy amongst communities and across the board. I urge that we should not limit this to counties. They may have their part to play as companies, but they should not have an overall responsibility for that sector because water resources are shared across the country. We cannot create the aspect of boxing in a few water resources that would otherwise be utilized by the people."
