    "content": "environment activities are not necessarily counted as development in this country. It is sad and I wish they could be counted. What is counted is when you see tangible evidence of maybe infrastructure. When somebody sees a dam, they do not know it takes a lot of time for the positive effect of the dam to be felt. People do not relate the positive effects of a dam with something good in the community. I want to commend the committee for the good work they have done in alliance with the Senate. Despite the rejected amendments, this Bill can obviously be discussed and we come to an agreement at the end of the day. I also want to say it on the HANSARD that I feel that this particular Bill is like having an intelligent conversation with the Senate. In cases where people do not agree, we should not pick up the whistle and blow it across the Floor of the House. We are actually making intelligent conversation and bringing positivity here."
