"content": "Hon. Members, you may recall that on 25th February, 2016, the House passed the Engineering Technologists and Technicians Bill of 2015, which was sponsored by Hon. Cecilia Ngetich, the Member for Bomet County. Thereafter, I presented the Bill to His Excellency the President for assent in accordance with the provisions of the Constitution and our Standing Orders. However, His Excellency the President, by way of a memorandum, has since returned the Bill back to the National Assembly for reconsideration pursuant to the provisions of Article 115(1)(b) of the Constitution. Hon. Members, the President has expressed reservations on Clauses 4 and 5 of the Bill and has recommended amendments to the two clauses. The said clauses relate to the functions and composition of the board. Indeed, the error was noted before the submission of the Bill for assent but since it was beyond the scope of correction of oversight provided for under Standing Order 152(3), the National Assembly advised the Executive to return the Bill for formal correction of the error. Hon. Members, the Memorandum stands committed to the Departmental Committee on Education, Science and Technology for consideration. For avoidance of doubt, Standing Order No.154 requires the House to consider the President’s reservations within 21 days upon receipt of a Memorandum. Therefore, the Committee is expected to table its report on or before 27th June, 2016. In considering the Memorandum, regard should be given to the guidance given in the Speaker’s Communication delivered on 28th July, 2015 concerning consideration of Presidential Memoranda and amendments thereto. I wish to further remind the House and the Committee that only clauses of the Bill that have reservations will be considered. I also direct the Clerk to circulate the Memorandum from the President to all Members so that they can familiarize themselves with its contents. For clarity, the reason why the date of 27th June, 2017 has been affixed is that the House is still on recess and it is expected to resume on 7th June, 2016. Thank you.
