    "content": "Thank you, Hon. Temporary Deputy Speaker. I must also take this opportunity to express appreciation to our colleagues for coming back from recess to pass this law. We thank the Committee for the work they have done. As I said in the morning, there is something important that we need to know. It is the use of committee reports in the discussion of Bills. The Bill that was brought before us had one main purpose – to get a Bill that was compliant with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention Against Doping in Sports and the World Anti- Doping Agency (WADA). How is it possible that, that will come from the Executive without meeting the very requirements for which the whole Bill was intended? I accept what Hon. Were has said. The Committee Report was not brought to this House. We must, first of all, find out what happened. It has been costly to the country.
